Just keep reporting them and avoiding them so thier rep is affected, I do all the time on them. You have several of us report one player it gets noticed.

What I found funny was the ad at the bottom of the page when I went there was for modded controllers "Get an Edge in Modern Warfare" it said. LOL!! While the ban is for manipulating the game I still found it funny.
